Rep. Allen: House Democrats Concede to China

Congressman Rick W. Allen (GA-12) today released the following statement after the House passed H.R. 4521, Democrats’ America Concedes to China Act:

“We know that for decades, China has taken advantage of America. Congress must address threats posed by the Chinese Communist Party (CCP), but the bill put forward by Nancy Pelosi and House Democrats concedes to China while spending billions on unrelated issues. In fact ‘coral reefs’ is mentioned more times than the word ‘China’ in the bill text!

“Democrats rejected hundreds of commonsense Republican amendments that would strengthen the bill, like my American Science First Act to prohibit the National Science Foundation from providing grants to any individual or entity that is affiliated or has a relationship with a Chinese Communist Military Company.

“This 3,000+ page bill destroys America’s competitive edge while once again giving the CCP a pass for their malign activities and fails to hold them accountable for their role in the spread of COVID-19. Beijing is probably delighted with today’s passage.”

Background:
The America Concedes Act:

  • Authorizes $8 billion for the Green Climate Fund, a U.N. slush fund that has already sent $100 million to the Chinese Communist Party.
  • Fails to include numerous recommendations from the House China Task Force that would more directly counter China’s malign influence in the U.S. and abroad.
  • Attempts to cover up for the Biden Administration’s giveaway of $40 billion in no-strings-attached IMF money to the CCP last spring, and their support for an additional $130 billion last summer.
  • Includes a $45 billion slush fund prioritizing labor unions and other political allies of the Biden administration.
  • Goes beyond the Build Back Better provision to extend and expand Trade Adjustment Assistance into a $22 billion welfare program and weakens the connection between trade and covered job losses, furthering attempts to pay individuals not to work.
  • Despite two bipartisan votes in the House to hold the CCP accountable for their human rights abuses in the Xinjiang Uyghur Autonomous Region, the bill omits the word “genocide” from provisions on human rights in an effort to appease China. 
  • Omits core national security tools in the Foreign Affairs’ Committee jurisdiction, including security assistance and export controls, abandoning U.S. allies facing CCP aggression and failing to curtail CCP military modernization and weapons development including hypersonics.

On July 29, 2021, Congressman Allen introduced H.R. 4734, the American Science First Act to close current loopholes that China could exploit to gain access to research funding. In Fiscal Year 2021, the National Science Foundation received $8.5 billion in annual funding. In accordance with the FY 2021 National Defense Authorization Act, the Department of Defense has released the names of “Chinese military companies” operating directly or indirectly in the United States.

Congressman Allen’s bill is included in the Republican Study Committee’s Countering Communist China Act, the most comprehensive legislative effort in Congress to combat the threat posed by China.
