Today, Congressman Rick W. Allen (GA-12) introduced the Creating Legal and Ethical AI Recordings (CLEAR) Voices Act. This bill would amend the Communications Act of 1934 to establish technical and procedural standards for artificial or prerecorded voice systems created through generative artificial intelligence (genAI). Upon introducing the legislation, Congressman Allen issued the following statement:
"Far too many Americans have fallen victim to the emerging threat of AI-generated robocalls, particularly our seniors. If we fail to update existing laws and regulations to keep pace with technological advancements, 21st-century consumers will continue to face these threats, leading to potential fraud or privacy invasions. The CLEAR Voices Act is a commonsense approach to crack down on this malign practice, maintain public trust, and protect hardworking Americans. As the Vice Chair of the Communications and Technology Subcommittee, I look forward to leading on these issues in the 119th Congress."
NOTE: The CLEAR Voices Act modifies Section 227(d)(3) of the Communications Act of 1934 to incorporate AI-generated systems, ensuring they are subject to the same regulations and standards as traditional telephone-based systems (otherwise known as “robocalls”). The Federal Communications Commission (FCC) is granted the authority to determine and apply these standards to other emerging technologies as appropriate. The CLEAR Voices Act falls under the legislative jurisdiction of the Energy and Commerce Committee's Subcommittee on Communications and Technology, of which Congressman Allen was recently named Vice Chair.
