Today, the U.S. House of Representatives passed H.R. 3838, the Streamlining Procurement for Effective Execution and Deliveryand National Defense Authorization Act for Fiscal Year 2026 (NDAA). The NDAA authorizes annual funding levels for the U.S. Armed Forces and sets expenditures for the Department of Defense (DoD). H.R. 3838 authorizes a total discretionary allocation of $892.6 billion. After voting in support of the bill, Congressman Rick W. Allen (GA-12) issued the following statement:
"As technology evolves and threats to our national security grow more complex, Congress has a duty to ensure the DoD and our warfighters are well-equipped to defend the homeland from foreign adversaries," said Congressman Allen. "Through a generational investment in our national defense, H.R. 3838 will restore our military's focus on lethality, reform the DoD acquisition process, and improve the quality of life for military families. I was proud to support the FY 2026 NDAA to carry out our commitment to peace through strength and ensure our fighting force remains the strongest in the world."
Specifically, H.R. 3838:
Secures funding for the critical missions being carried out at the Savannah River Site.
Codifies President Trump’s efforts to end left-wing ideology, wokeism, and DEI in the military and restores focus on lethality, meritocracy, and accountability.
Fully funds and provides additional authorities to DoD to support DHS border security efforts.
Authorizes almost $1 billion to combat drug traffickers.
Fundamentally reforms the DoD acquisition process, speeding the delivery of innovative new technologies to the warfighter.
Provides a 3.8% pay raise and improved benefits for military families.
Authorizes full funding for the Golden Dome, F-47 fighter aircraft, submarines, warships, and autonomous systems.
Authorizes funds and creates new authorities to revitalize the defense industrial base, grow defense manufacturing jobs in America, and onshore our defense supply chains.
Includes new authorities to support President Trump’s effort to force our allies to pay more for their own defense.
Provides over $20 billion in savings, including $15 billion from DOGE-initiated reforms.
Extends the authorities that President Trump uses to eliminate terrorists who threaten Americans.
Codifies President Trump’s EO to promote energy independence and utilize new nuclear power technologies.
